There are a couple other things the MCU doesn't have that it would need for the comics version of civil war. There isn't a "superhero community". The isn't a decades-long tradition of very public costumed vigilantes and villains slugging it out on the streets. There isn't a history of ordinary people being caught up in and injured/killed by those superpowered squabbles. (I am still waiting for the MCU to pull a Carnelian Ambassador incident.)

Also, I love that CA2 gleefully went there with Insight. It took the scariest argument against registration (we'd be exposed and vulnerable if the wrong got a hold of our info and used it to target us) and applied it to everyone on the planet, not just the superheroes.
