IIRC, Marvel began numbering their universes in the early 1980s. It started as a throwaway line in a Captain Britain story written by Alan Moore and drawn by Alan Davis. In the story, characters from various universes were brought together. They introduced themselves by saying things like, "I'm from universe 902," "I'm from universe 7238." It was subsequently adopted as a useful way of identifying the various Marvel universes.
