So, basically, it seems that whatever "civilian" rank Steve had, it doesn't matter, because he is Captain America and thus trumps everyone. That... really doesn't help getting the details of my uniform kinkresearch right. =D
Unless, does that mean that he can wear whatever the heck he wants? And if anyone asks, he'll just say that it's a special Captain America mess dress?
