I'm always up to brainstorming anything if you need more input and just worked on post-CW MCU fic too, so I still have lots of thoughts about it. You can contact me on right here on DW.
General Ideas for Post CACW Fanfic
My plan is to show that even though Nat is grieving she needs to do damage control and that requires her to meet with Ross and make a deal to get her teammates off the RAFT. I have a lot of ideas for what happens next and am trying to work out exactly how each avenger would react to finding out Steve's dead because I want to show that this incident is going to have a profound effect on those who were closest to Steve like Sam; and on Wanda who is upset that this is another person in her life Tony Stark has killed. I want Natasha to assume the leader position in the wake of Steve's death because she always struck me as the second in command while training and fighting alongside the new avengers, so naturally she would do so, but she's not Steve and she doesn't have a moral compass that guides her, she is definitely the ends justify the means individual so in order to keep the Avengers from falling apart (though they inevitably will as the story progresses until the plot puts them back together) she makes decisions that her teammates vehemently disagree with, and ultimately put her at odds with the people she is trying to keep from splintering apart which includes bargaining with Ross, working to keep Tony from facing criminal charges, and coercing compliance from teammates for certain matters while operating within the confines of the Accords, which despite the attack on the UN have been ratified. Basically compromising in every way Steve had feared during the initial discussions of the Sokovia Accords. So because of this a lot of her teammates are angry with her, especially Tony since she tells him she knew about the winter soldier killing his parents, and the strain this puts on his and Natasha's relationship very early on. But with Pepper gone, Natasha assumes the responsibility of dealing with Tony while he processes his grief and is confronted with his feelings for Steve which only makes the betrayal in Siberia and his own guilt for killing Steve even more palpable to Natasha who watches as Tony spirals into self-destruction. Not to mention the impact Steve's death has on Natasha, who has to pick up the pieces and work through her own stages of grief. The overarching theme for my story focuses on desperation, and what someone is willing to do. I also want Tony to be a mirror for the Winter Soldier, showing that he is responsible for the death of someone Nat was close to (I love the brother sister dynamic of Steve and Nat in the MCU), but yet Natasha can't outright hate Tony because he is just as much a part of her dysfunctional family. This is supposed to parallel how Steve couldn't condemn Bucky for murdering Tony's parents because of their incredible friendship. I want to show that Natasha and Tony find an unlikely solace in their shared grief, which brings them closer as the story progresses and they find a way to ensure measures for accountability will be addressed and implemented without compromising the autonomy of the Avengers operating in the service of the United Nations.(so basically scrapping the Accords and pushing for new legislation)
This is the general idea so far, and I have more details to share. Let me know if you have any questions on what I have provided. I would love to get your opinion on what you think of the direction of the story,and if there is any part that seems a bit confusing, or needs to be expounded upon. My hope is to provide a story that has a well developed plot and brings a new twist to the MCU Post CACW fanfics!
(Also this would just be part 1, I would probably work on Part 2 from Tony's point of view where he is looking for ways to bring Steve back, possibly through the help of Dr. Strange, because no one in marvel stays dead forever it seems)

It sounds like you have an outline and plan here that is pretty progressed. I like the idea that this would be Natasha-centric and dealing with how everyone reacts and processes their loss. So the first part would be focused on how everyone is affected and show how Tony is coming to grips with his feelings?
It's good to have an idea where you want this to go. Have you started writing yet?

Also I want to create situations where Natasha has to operate within the restrictions of the Accords, so she has to play along with Ross, and work to tear the system down from the inside,and eventually advocate for new legislation for accountability as it pertains to the Avengers.
And as I mentioned before this story will also explore a deeper relationship between Natasha and Tony. With Rhodey out of commission because of his condition, and Pepper gracefully bowing out of Tony's personal affairs, Natasha is now the one who has to take on handling Tony and his overwhelming grief which manifests itself through volatile and self-destructive behavior/tendencies. And while they both have their reasons to want to hate each other, seeing each others humanity and vulnerability helps them to better understand the other and work towards acceptance as they learn how to move forward together. Because the truth is that they can't hate each other, and they need the other person to get through their shared pain, loss, anger, and resentment they've directed irrationally at Steve, at one another and internally at themselves.
Tony's feelings also play an important role in how he is processing this ordeal. He feels betrayed by Steve, that someone he trusted had lied to him yet again. But more importantly Tony is angry that Steve chose Bucky, that despite everything they'd been through as a team, everything they'd worked towards, and faced together, Steve was willing to throw it all away for a brainwashed assassin, for the man who murdered Tony's father and above all else his mother. He feels an incredible amount of guilt for killing Steve too. The fact that his worst fear has now become a reality, and everything he'd done to prevent this outcome had ultimately brought this tragedy to fruition. Because if he hadn't created Ultron then there would be no need for the Sokovia Accords, no divide between the Avengers, no Zemo looking for revenge, and no reason for him to try and kill Barnes as viscerally as he reacted. He wouldn't have seen the tape, and would have remained blissfully unaware of what happened to his parents because Steve would have also still been lying to him (which that fact doesn't sit well with him either) but at least Steve would still be *alive*. And then for Tony to have to confront the fact that he has always harbored intense feelings for this man, manifested through emotions that are intimately tangled up in that fine line he's been vacillating back and forth between since the time when his father first enamored Tony with tales of Captain America, only to disappear for months at a time rather than be bothered to see all the wonderful inventions his little boy was desperately creating in the hopes of holding Howard's attention so he wouldn't have to disappear off into the ice and snow in search of the super soldier. All of the feelings Tony has tried to deny do inevitably come out in full force in the midst of his grieving, and since the story will be Natasha-centric it is through her lense that we see, in Tony, this self-destructive play of emotions.
As far as writing I just have a few pages for the beginning chapter and a tone of notes on how I want other parts of the story to come together. There are still a lot of areas/plot that needs to be fleshed out, but I am determined to stick with it!
