Yeah, I felt like when Rhodey said that, he was saying more like he understood that Ross & Co aren't the people to work with. Not that he specifically disagrees with the accords. I know I'm reaching a bit here, but the idea that Rhodey changed his mind from the last CW scene to now without a reason why, is kind of too weird to consider. I do think he believes in the Accords (maybe not in current shape) but I also think that doesn't mean he thinks Cap & the others should be fugitives.
I like the idea that they can disagree about policy/politics and still work together.
