*grins* Actually, I really can see them as a Brain/Brawn partnership. Tony would so have to be the Brain (unless you wanted to turn it on its head and find a reason for Steve to have the generation gap other than being stuck in an iceberg!) with all the injuries and near-death experiences he's had!
As an AU in McCaffrey's BB universe, I can totally see them falling in love and accidentally adding a telepathic/empathic bond like Helva and Niall, or helping develop the remote-controlled robot bodies like Hypatia and Alexander...
As an off-shoot from some point in Marvel canon, maybe Tony gets even more seriously injured and has to develop a full life-support system, either during the initial Tony gets kidnapped/shrapnel in the heart/invents the first armour, or when his girlfriend shoots him/paralyses him/he discovers the armour's killing his nervous system due to lack of internal shielding...
...But I can't work out what Steve would be doing differently in that scenario. Maybe he'd be the guy in the armour for some reason, with Tony controlling the flight and weaponry systems remotely and Steve taking control of the hand to hand part and the interactions with everyone else (maybe everyone would think Tony was simply a really good AI or something). Now I have plot-bunnies, and I really can't write them out! No fair!
Sorry, yes, um, other ideas! I really can't see Tony in spandex, masked or otherwise, though he'd look very, very good *g*. I can see him pulling a James Bond though, with a tuxedo, or an undercover/private detective, or something with body armour (like Batman). His greatest happiness always seems to come when he's playing with tech, and I don't think any variant that's still recognisably Tony could resist using tech in some way to maximise his own potential. So I suspect he'd always end up going with either armour or the Bond/Batman gadgets. He's had a lot of new beginnings, so maybe if there wasn't one already, he'd go with "Phoenix" or "Nova" or something similar.
As far as Steve goes, I find it very difficult - sometimes the inspirations for superheroes' names and costumes seems so random (it's worse than heraldry, though I suspect it serves a similar purpose of line-of-sight distance-recognition!). Truthfully, canon seems so obsessed with his patriotism, that we (or at least *I*) don't seem to know a huge amount about Steve's other preferences. Except for his artistic leanings, which means every time I try and think of an alternative costume, I keep having visions of him in white spandex with colourful splotches all over, flinging paintbrushes at his enemies...
