In the sense that Tony was the one who broke up the Avengers (after the mansion was wrecked) because he couldn't afford it. Wanda literally wiped out most of his personal fortune with that little stunt. It's also important because his teammates didn't believe that Tony was being mind controlled - apart from Captain America.

So later, when Steve and Tony met up again fighting the superpowered criminals on The Raft, I think Tony said yes to Steve, because Steve believed in him at that dark time.
