Question about a panel

Hi! I'm new to this fandom and since I haven't read Marvel Comics for...well, almost more than half of a decade, I appreciate this community not only for all of the fan & beautiful fan works, but also many information! They're all so helpful. Without you, I couldn't even know that from where I could start again! Thank you so much!!   

Anyway, I was roaming Tumblr and I saw this image:

I'm not sure but it looks like very...they look like Tony and Steve, right? (and it was tagged with "tonysteve"). And looks like they're dating...and kissing. I thought it's a very cute panel and want read the background story, but nobody mentioned where I can find it. 
So, here is my question: Is this Steve and Tony from a comic book? Or a fan work? If it's from a comic book, would someone let me know  the title and the number? Because I definitely have to get it. If it's fan work, I want to know the artist's name and want to see her/his arts more. Somebody help me, plz?

Um. And, sorry but I don't even know which tag I should apply for this post. Please just let me know if I'm doing something wrong. I can delete this if I should because I was asking too stupid question or some reasons. Just...let me know.

Summary: AU where Steve is found in the 70s-ish, when Tony is still in College (so I'll guess and say early twenties). Steve wakes up like in the Captain America movie, except they don't catch him and he runs off.
Author notes: So yeh, this happened. I'm about as surprised as you are. This is my first time writing Tony and Steve (and actually finishing it....if you could call this finished), so concrit it welcome. Written for Ironfries on tumblr (mostly thanks can go to her ramblings). Blame can also go to this gif which started it all.
