Movie Jarvis Solution
I don't know why I like reading movieverse Steve/Tony so much, considering that Steve's isn't out yet so what are we writing from??? (mix of Ultimate and 616?)
The problem was, Missing Jarvis. The house was cool, but Jarvis was an awesome awesome character, and dude, is Spiderman's Aunt going to be dating a house?
I thought of a solution. The movie is an AU of 616. Tony Stark was born Tony Stark, albeit in a slightly different universe. He grew up, as
quigonejinn would put it, in a state of benign neglect and household help". There was his parents who were mostly at social functions I guess, till they died when he was in his 20s, probably while he was Aboard. There was Rhodey at college, and then there was Obadiah since he was a kid, someone who provided stability by being there, but he might have suspected that something was off, he did hid the armour from Obadiah after all.
When Tony was little, he spent a lot of time running around on military bases while his father was in meetings. One memorial day, he runs into a British veteran who was staying on the base as a sort of Boothby to the young cadets. Edwin Jarvis left such an impression on young Tony Stark, that when time came for him to give his AI a name, his AI which would be the voice he comes home to, he chose Jarvis.
...and wouldn't it be sweet if Jarvis was working for SHIELD or something (albeit in a non-combat role) and remember what Tony was like as a kid? Awwwwwwwwww.

Re: other household
Who's to say he didn't? Honestly I think you're overlooking something pretty crucial here. Jarvis, for all that he is part of the family etc is an employee. And while Tony has a tendency to blur that line, Jarvis has shown (in 616 canon) that he will uphold that. So why didn't he do anything about Obadiah? Because it was NOT HIS PLACE to do so.
Even as fic fodder... I don't know. I'm a fan of the K.I.S.S. method. But whatever gets you off.
re: Jarvis in the household OR moar on Howard speculation
...but dude, in such a scenario, I could see him as actually being murdered by Stane or sent off somewhere nasty, so DO NOT WANT!
Jarvis is Properly British, but as I think he's the stiff and decent type, if he suspect that actual abuse or something sinister (rather than Howard being absentee or something*), I think he would intervene, you don't need to be a family member to intervene on child abuse!
*or something: So Yeah, Howard sounds like an asshole, but Tony is a bit of an asshole too, and hey, chances are, Howard's father was a even bigger asshole, that's how those things usually goes... I think Tony got most of the good in him from his mother, though that's probably very much head canon, but if Maria is good, and Howard loves her (I'll like to think that), is there not anything redeeming in that love? The way Tony loves Steve? The admiration? However crippled it would be by era/upbringing restraints?
...and I think Jarvis recognized that in Howard, and that's why he stuck around, the way Pepper stuck around Tony in spite of Tony's many asshole acts (making the world forget he's Iron Man / MIND INVASION), because somewhere in that mess there is a needy child with a decent heart.
I also think, in spite of how much I've enjoyed rosy kidfics, that Tony WILL be a bad father, though bless him, he'll try (http://www.cracked.com/article_19010_5-ways-to-avoid-your-terrible-parents-mistakes.html) anyways, but he just, doesn't know how eh? He'll be with his kid the way he's with Peter, he'll try to protect them, dictate them, buy their affections with shiny toys, he just doesn't know anything else. You can't grow up with bad parents and be good parents without A LOT of help.
